The entire country is divided into conservation districts, which are local units of government that address conservation and natural resource programs at a local level. The East Multnomah conservation district works on soil and water protection/conservation and offers services to individuals and businesses. They offer workshops on native plants, storm water issues, reduction of pesticides/toxic chemicals, invasive species, and other local level conservation issues.
